About the Lord Mayor and City Council
It is important to note that the city of Leeds is headed by a Lord Mayor. As of 2025, the Lord Mayor of Leeds is Alison Gartwaite. However, the Lord Mayor performs mainly ceremonial and representative duties.
The city’s administrative system is based on the Leeds City Council, which is responsible for making many of the key decisions affecting the city — including budgeting, social services, infrastructure, and planning. Leeds also operates under a system of local government with a multi-party structure. Traditionally, the main political parties represented in the council are the Labour Party, the Conservative Party and the Liberal Democrats. As of 2025, Labour holds the majority of seats in the council, giving them significant influence over local political decisions.
In total, Leeds City Council is composed of 99 councillors, each elected to represent a specific ward and act in the interest of local residents. The council is led by the Leader of the Council — the executive figure who oversees the day-to-day governance and strategic direction of the city.
What Are the Functions of the Lord Mayor of Leeds?
Leeds does not have a “mayor” in the traditional executive sense. Instead, the city has a Lord Mayor. This role is primarily ceremonial and representative: the Lord Mayor represents the city at official engagements, social and cultural events, and fosters international relationships.
Executive leadership is instead provided by the Leader of the City Council, who manages the council’s operations and oversees everyday city administration.
The Lord Mayor’s responsibilities include participation in civic ceremonies, hosting official receptions and international visitors, representing the city symbolically at public functions, supporting local initiatives, and promoting civic partnerships. Additionally, the Lord Mayor is formally empowered to chair meetings of the full council and support coordination of council activities.
